Yes, it is technically possible.

Due to security purposes i would not post here how they do it, but i will give you some tips.

The mobile provider has total control of your phone remote, by using the SIM crypto sequences.

Further information, review latest karsten nohl information posted on defcon or ohm for some ideas....
