[Catchercatcher] Identifying a cather

hi,

i have some more hints to identify a catcher. i have missed them in the
wiki's list.

- a catcher has no neighbour cells. every regular cell (except test
network) have one or more.

- a catcher uses a high CRO (cell reselection offset). an offset up to
126 db makes a neighbour cell (catcher) +126 db "better" than the actual
receive level from the catcher. a better cell is then selected by the
phone, because "rx(cather)+CRO > rx(regual cell)+CRH". (CRH is used when
changing location areas. it is generally set to 6db.)
